Building inspector over zealous

We had a council building inspector to sign off a steel replacing a supporting pillar but while he was around he started to talk about how we needed to enclose our staircase. We bought the house like that and employed a structural surveyor st the time of buying without issue. He will not send a completion certificate until we have enclosed the staircase. This seems ridiculous, are building inspectors allowed to pass judgement on historic works?

This problem exists sometime, like we faced it at the home when trying to install HVAC AC.
