Fence height regulations

My garden slopes down from house and at the bottom end is lower by about 1 metre on one side. Regulations say that ‘ground level is the highest point next to the building’ and ‘maximum height of fence is 2m’. Does this mean that at the bottom of my garden the fence can be 3m high. My problem is that my house and patio area is higher than my neighbours so I can see into their garden from the patio and they are not the best neighbours ???????

Anything about 2m requires Planning. If you have a sloped garden and you’re erecting a fence between yours and the neighbours’ property, it would end up being stepped in order to meet the 2m max. height.
