1st floor rear extension?

Hi all. We have a dormer bungalow with a ground floor extension on the back. What I am looking to do is to build on top of this ground floor extension at the rear to have more space on the 1st floor for a bathroom and possibly a walk in wardrobe. Is this possible? Do I need planning permission?
