2 storey side extension

Please can someone give me some advice. My neighbours house (side elevation) is built along my boundary. The rear is 2 storey and to the front is single storey verandah.He wants to make the single storey up to the same height as the rest of the house. Can he do this or would the rules re 2 storey side extensions not being allowed along boundaries come into force?

I have a garage at the side of my house that was built in 2013 5m x4m and would like to build a timber frame second storey on top and clad the outside .
the new building would be the same size and 2.5m high do I need planning
