Hi, I'm trying to find out the planning / legal requirements needed to gain access to the rear of a property that borders onto a public owned highway. The boundary consists of a raised kerb with fencing atop. The road itself was built to enable vehicular access to a cul de sac on the other side so us built to standard and is registered as a public not private road. As there is no footway to cross between the rear garden and the highway how would one go about using the road to access the rear part of the garden for parking? The kerb and fence are owned by the council. Any advice would be welcome as not sure if this is a traditional drop kerb application or not. Thank you
