adding a bedroom but not extending

we have a landing which can be extended in width to make another room by adding some joists and a studd wall would i need planning permission to do this we do have a neighbour whos wall we would be cutting into to add the joists i think its terraced ???

Provided that your property is not a listed building etc, you shouldn't require planning permission. However, you will have to have building regs. permission and a party wall agreement with your neighbour
