Is it legal under PD to extend a 2 story garage? The garage has stood for 15 years. The extension is a single story at the rear elevation and a dorma at the side elevation on the 1st floor, overlooking gardens which are obscured and have openers.

If this is detached, i.e. an outbuilding then no as they can only be single storey.

But the building does not fall into any other catagory other than that of outbuildings.

Outbuildings cannot be two storey, so what you’re proposing would require Planning.

Does the building not gain PD rights through passage of time?

You’re still talking about extending an outbuilding. PD rules for outbuildings mean they cannot be two storey. You cannot just apply the PD rules to any type of building, irrespective of the time it may have been there.
