Balcony on Outbuilding

I have an old 2 storey brick Granary in my back garden, which used to form part of a farm. The farm has gone, and my house now sits in front of the Granary. I want to use the Granary for a games room (downstairs) and office space (upstairs), and I would like to replace the external brick built staircase to the 1st floor of the Granary with a large (6m x 2m) timber balcony with timber staircase incorporated. The balcony will be at the rear of the building. Any idea if I will need planning permission for this?
