Buying farm land - agricultural prior notice consent form

I've been offered around 50 acres of grade 3 pasture land. I've always wanted to farm sheep and this seems like an ideal opportunity.

There are no services, and no building on the land, but there is a spring.

Under agricultural prior notice consent can my family and I live on the land in a mobile home whilst I build the business, and ultimately get planning permission to build a house?
