Change of use from C2 to C3

Just wondering how easy it is to get permission to convert a building from C2 (care home) to C3 residential dwelling/studio flats?

I definitely wouldn’t put “easy” in the same sentence as “Planning”. As per all decisions, it’s 50/50.
