I live on a new build estate with a private communal car park. Backing onto the car park is a row of town houses which have their own parking at the front/side of their properties. One on these town houses was linked, with a driveway through to the back of the property where they have a garage. The owners have recently blocked up the driveway to create more living space meaning they no longer have any parking area or access to their garage/rear garden without going through the house. They have now knocked the back wall out of the garage and removed the fence backing on to the communal car park, which from everything I can see they have no access to. The car park currently has space for 2 cars for the 3 & 4 bed houses and 1 space each for 3 retirement flats and with all these spaces taken there is hardly enough room to manoeuvre a Smart car around without additional cars. Neither the extension of living space or the change of access has planning permission, not sure if it would be required, but it doesn't seem right to me. Any thoughts would be greatly appreciated.
