Charging order over a building plot

Hi
I have a charging order over someone's else's strip of land which is potentially a building plot. The charging order is approx £300,000. I'm not sure what the plot is worth. Is it possible to put a planning application on the land and build on it? The owner can't sell it due to my charging order. Can anyone help me with this?

I can’t see why not. You may need to serve the landowner with the relevant notices. The LPA are not normally aware of charging orders or other legal charges on pieces of land.
