Climbing frame

Our neighbour has just put up a climbing frame for his kids, close to our fence. His kids can overlook into our garden and out living room which is very uncomfortable. Does he need planning permission. The roof of the frame is above the height of the fence.

Climbing frames fall under the same rules/requirements as outbuildings. On the assumption the frame has a raised platform, then that is not covered by PD and would technically require Planning.
