Commercial Unit Change of use category within Cat E

Hi, can anyone assist - I'm wanting to lease a unit that had the old A, B and C 'uses'. I want D2 (in old money). The law that revoked all these categories was changed in 2020 to assume all those mentioned into Category E - Commercial Use etc. In other words can you switch your use around within Cat E without permission even when the original permission does not state the class you need (D2).
