Community/Cul-de-sac Area

I am an artist, living on a small dead end road classed as a cul-de-sac. When it snows, i am hoping to pull the community together to shovel the snow off the road, pile it together and water it over to make an ice skating ring. There will be many regulations against achieving this, for example the road is reserved for permit holder parking and the dead end of the road backs onto a school back entrance. What i would like to find out is the laws and regulations that would stop me doing this or where i can find them. Any information given will be much appreciated!

Is there a recommended maximum number of houses that should be included in a planned cul-de-sac-
