Convert outbuilding to utility

We have a semi-detached home with a brick shed attached to our neighbor's exterior wall. The shed is 2.5m wide by 1m deep, with a flat felt roof that connects both houses and a small sheltered area on our side, also measuring 2.5m by 1m.

We are considering converting this shed into an extension under permitted development rights. Our plan is to plaster the back wall of the shed (which is their external wall) or install a stud wall 50mm away from it.

Can this be done under permitted development? I can provide photos for reference, but I'm unsure how to upload them.

Technically, PD doesn’t allow you to connect to a neighbours’ property. However, are you just talking about a conversion as opposed to an extension?

I wouldn’t worry about Planning. But it sounds like it will require Building Regulations and by the time you have upgraded the various elements to meet the regulations, it is not going to be large space.
