Converting property from flats back to single dwelling

We purchased a freehold house 5 years ago that was lived in and owned by one person but had been converted into flats in the late 1950's. Planning consent was obtained for the 2 flats in th e1950's and the freehold was purchased in 1989. We were only ever charged a single council tax for the property. We restored the house to a single dwelling. Should we have got planning permission?

Possibly. The loss of one dwelling may be considered a material change by the planning department but this will vary from Authority to Authority. Contact the planning dept. if you want further advice.
