Hi!
I'm planning to install decking in a private garden attached to a flat, and the regulations seem to say that I will always need approval regardless of the circumstances - is that correct? (decking will also be less than 20m away from a public highway). I'm somewhat unsure because the deck will not actually be raised above ground level at all because of the peculiar ground slant in that garden. Many thanks -- nodi

The PD guidance for decking is in relation to houses, not flats. On that basis, one would assume you would require PP to install decking (of any height) to a flat.
