Can I lower part of my ground floor by 340 mm without asking for planning permission? I will not require underpinning any of my external walls as the foundations are already low.

Nothing to do with Planning. There may be a requirement under the BR’s as you will be changing an element of the property which may need to be insulated to current BR standards.
