Do I need PP for : converting double garage into living room and adding bedroom on top of the garage

Hi

Do I need planning permission to convert:
a) Double garage into living room.
b) Build a bedroom over the double gargage
c) Change the entrance to the property. ie currently the entrance to the property is on the side and and not the front. But after converting the garages to living space, I would like to change the entrance.

Any help would be wonderful
