Entrance Gates Setback from Roadway

I cannot seem to find a straight answer to this. I am advised that new entrance gates need to be set back 4.5m from the classified road fronting my property. I have obtained planning permission with the gates set back 4.5m from my front boundary. I am now wondering if I could reduce this setback as some sources tell me the set back is actually measured from the kerb line. Help please.

That sounds more like a Highways matter/requirement as opposed to Planning.
