extending an existing garage

I wish to extend the existing flat roofed garage by 4m. No width enlargement and to continue with the fall in the roof from the existing garage. It is an extension to the rear so no change to the front.
Can I also increase the overall height if I wish to? The existing garage is within 2m of the boundary but lower than the neighbours garage due to the fall in the land
