External staircase - commercial

Hi all,

We have recently received full planning permission for a new external staircase to a mezzanine. I am slightly concerned about contingencies should the old staircase be removed and the new one delayed, so could i install a scaffold 'temporary'staircase or do i need planning permission for this?
