Fence on Property Boundary

I want to remove all the vegetation at the end of my front garden and erect a fence.

I have wall that is 3 feet high along part of the boundary and a 7 foot hedge along the test of it.

Would I need planning permission to build the fence on top of the wall up to the same height as the hedge?

If the fence would be adjacent to a highway, anything more than 1m high would require Planning.
