Flat at top of house

Children close to flying the nest now and I've a plan for a flat at the top of our mid-terrace town house. On the 3rd floor at the top of the stairs to the right are 2 small spare bedrooms which we'd keep, and to the left, along the landing, a bathroom and en-suite bedroom. Plan to make the bathroom a kitchen and enclose landing by replacing 1m of banister with stud wall and add entrance door. From a brief enquiry, Council said yes to BR and PP. Understand BR for kitchen but, to my mind, this is not much more than rent a room scheme plus adding kitchen plus an extra internal door for privacy. The person is likely to be someone we know and would still use the main house front door and stairs. If the council class it as a separate dwelling (one thing they said was an EPC) then surely it would have own Council Tax and could sell it on it's own, which is bizarre as access is through the main house. Any advice would be much appreciated. Thanks.

It would never pass the tests and requirements to be deemed as separate unit. In Planning terms, internal alterations are not considered to be development. It would require Building Regulations.
