Flat roof warm roof upgrade

Hi all,

In the middle of purchasing a property with 100% flat roof that requires a new roof. Have planned to upgrade the roof to a warm deck construction with 120mm PIR board and an Alwitra membrane.

I'm trying to figure out if I need planning permission for these works to go ahead.
