We bought a bungalow with a two tier back garden, the retaking wall in between the two tires and the side was in disarray, we rebuilt the wall and the side wall where very little was left and the ground had slopped down to our neighbours fence, we rebuilt the walls, took away the bit of grass and put aYorkshire stone patio down, we have raise the ground not more than 130 mm at its highest point, our neighbour has complained we can see into her garde, of course we can, we are four foot higher than her, the council says we must remove all stone, drop the height by 300mm and put the slope back in the garden and plant tall trees for a barrier for our neighbour, we are not gardeners and spend as little time as we can there, we have a holiday home in France, can the planning dept make us do this, they have given us three months to pi

Why not try submitting a Planning application first? It sounds like what they’re saying is that those works required Planning. Without Planning, they’re unauthorised and therefore subject to Enforcement action. A Planning application should it be approved would solve that.
