Hedge removal in boundary, local covenants

Hi all, we are in the process of buying the house next door which has a hedge aprox 6m long across the front of the house, title deeds date trees/shrubs can’t be removed. (Deeds form new build in 2006.
Delving into this I found that I don’t need Planning Permission to remove my hedge (there is a boundary fence under/in it) my boundary not shared.
However it then says unless local covenants apply.
This may be a straightforward answer but just trying to check.
Can I remove this hedge within my front boundary. Or would I have to file a hedge removal notice application with my local council? Can’t see how to add images but I could add a photo of the Hesse and feed section.
