Is planning permission required to replace roof tiles

I am planning to replace the roof tiles on my hmo and to remove one wobbly chimney breast and not sure if planning permission is required for this, the house is not located in a conservation area. Tried getting some answers from the local council but they declined to and want me to apply for a chargeable pretty planning application which usually takes 3-4 To process just to answer a query.any advise will be greatly appreciated.
