New home on previously developed land

Hi,
I'm looking to get planning on a piece of land where there used to be a cottage. The cottage was knocked down 10plus years ago.
I understand I would have a better chance if the house was still there, but what if it isn't?
Is it a no go or worth a punt?

It’ll be treated as a new build and would therefore need to comply and meet current Planning policies.
