I have a farm barn that I no longer use, I would like to convert it into a family house do I need planning permission.

Hello.
I have a piece of land , that used to be a car park and gardens next to our old place of work that got converted to two house approx ten years ago.
It sits in hamlet, would I be able to get planning permission.
