extending a flying freehold

half of my kitchen is flying freehold because half of my garden was previously sold to next door neighbour prior to be buying the property. my kitchen sort of floats over thier garden. all the other rear kitchens on the street are also extentions. my flying freehold part falls shirt of the other extentions by about 3foot, but the other half of my kitchen is in line with the other extentions. it's like an L shape. I want to bring the freehold bit out to meet my other half by the 3 foot. the next door neighbour lives in spain and rents the property, he is rather awkward and never replied to my request about this. my nighbour who rents can also be a bit difficult. there is no light issue or overlooking issue. I have been told I can extend with steel support beams internal rather so there would be no additional support structures in the neighbours garden. I have disabilities so the extra space In my very tiny kitchen would be useful. plus current extention is single skin so not good for retaining heat. this would be something we would also address. is this likely to be possible. i can serve notice but he will likely not respond to the email and I will have to send via managing estate agent as I dont have an address. do I need his permission, can he refuse it as its extending a further 3 foot over his land etc
