I’m waiting for full pre-app response from the conservation office although they have indicated they will not support my application because of impact on a listed building and heritage asset.

I want to demolish an outbuilding adjacent to a 1950 ex-council housing estate and build a two storey life/work unit.

My building is just outside the conservation area (CA). On one side of my building there is a grade 2 house, inside the CA. On the other side if my building is a field containing a heritage asset. The larger part of the field is on the SHLAA earmarked for 15 houses. There are plans to make a small area of field around the heritage asset into a community green space but the SHLAA 15 house development will be much closer to the heritage asset than my development.

Should the planning office also take into consideration that the SHLAA 15 house development will have a similar impact as my development on the grade 2 listed house and a greater impact on the heritage asset, when weighing up impact of my development, which I take to mean views to and view from. Does the grade 2 listed house have a right to preserve uninterrupted views to and from, for ever?

When the field site was added to the SHLAA it substituted a different site. The justification was that the field site was less sensitive to development.

The Parish Council and conservation officer has proposed my building be included the CA Appraisal for inclusion in the CA. How do I argue my case and should I demolish my building before it is included in the CA?

BTW: The current owner of the grade 2 house is a member of the parish council. When the field site was put forward for the SHLAA the parent of the current owner of the grade 2 house was the Chair of the Parish Council.

This is a little too involved and potentially complex.
