Noise Impact Assessment

Hi, I am replacing some windows at a flat. I applied for pre-planning advice and it didn't mention doing a noise impact assessment. Now I'm doing the application it is asking for one. The flat is on a main road in a town but it is just replacing the windows, no other structural works. Does anyone know if I do really need one? Any help would be v appreciated!
