I want to build an outbuilding 15m away from my house no higher than 3m with a flat roof to acomadate a bedroom, bathroom, kitchen and living space, do I need planning to do so??

Hello,
The house we live in is a semi detached. The couple next door have built a Pagola attached to the wall with a depth of four metres. When I asked about planning permition, he said he did not require it.
Could you tell me if he is correct?
