Outbuilding Permitted Development?

I'm in the process of buying this house, but the local council are not currently accepting informal applications/discussions due to resourcing issues. Is the following likely to be considered Permitted Development please?
I'm unsure whether it would be permitted development as I'm not sure whether it fronts a highway.

Description if Art doesn't show correctly:
-Relatively new build estate.
-Standard Semi-Detatched Shape with side passage on the left.
-Visitor parking is on the left next to the passage.
-This visitor parking is at the end of a private road / highway.
-The garden runs from the centre of the semi to behind these visitor parking spaces.
-Can I build an outbuilding behind these visitor parking spaces (or is it fronting a highway?)
