PD changes on extensions

Have the permitted development rules changed (or about to change) on single storey extensions? I have a project where the eaves of a flat roofed extension will be higher than the eaves of the host pitched roof bungalow. Therefore it falls short of the requirement to not exceed the existing eaves. Someone mentioned that this limitation has been changed?
