Permitted Development - Extension

Hi, I'm exploring doing a side extension to my house under permitted development. The land slopes upwards next to my house by a couple of feet in the area where I would be having the side extension.

Is this still fine to do under permitted development?

The reason I ask is because I have come across the concept of "engineering works" being mentioned before and unsure if this applies to PD extensions.

Any thoughts would be greatly appreciated.

The reducing of levels in that situation should not constitute an engineering operation. The max. height of 4m will be measured from the highest ground level adjacent to the extension.
