Permitted Development For Outbuilding

Hi! I'm struggling to work something out here regarding permitted development for outbuildings, can someone please offer a thought.

I see there is a maximum eaves height of 2.5 metres.

If an outbuilding is on sloping ground like in this picture..

Should side (a) or (b) be a maximum of 2.5m?

It would be Side A.

If you search for “Permitted development rights for householders” and scroll to Page 6, you will find the definition of “Height” there.
