Permitted development if planning app refused

Hi, I have recently had a planning application refused for a side dormer on a bungalow due to privacy of a neighbor. It was also denied due to the look being 'heavy' from the road. If I was to change my plans slightly and make the side windows frosted & non-opening, could I continue under permitted development? Currently the windows being opaque and opening are the only thing which does not meet permitted development. Just unsure due to the rejection of planning permission.

You may have a PD fall back position. Are you a corner plot? Will this window serve a Bedroom?
