Permitted Development in Flood Zone 2

Getting conflicting information online regarding this.

Building a garden room (Class E) under permitted development but my property is in a flood zone 2. Do I need to complete a flood risk assessment when using permitted developmenmt or is this only when submitting planning application?

The below websites disagree with each other.

It’s only the LPA who would request an FRA and that is only when a formal Planning application is submitted. But even so… an FRA for minor developments is very straight forward. The Environment Agency has standing advice for such works.
