Planning Enforcement process

I have a caravan on a plot of land, the council wrote to me and asked for more information to see if there has been a planning breach which I haven’t yet responded to (its complicated and I want to be informed before I respond), in the mean time I have a couple of questions, if anyone would be kind enough to help…
Q1 - Can they just issue a enforcement without chasing me / following up?
Q2 - If they do issue an enforcement, can they rescind this if I provide evidence I haven’t broken planning rules, or once issued do I have to go through the appeal process to get it reversed
Q3 - if I have to go through an appeal process and lose, do I have to pay their costs?
Q4 - I assume any enforcement notice would be in writing either via post or email and they wouldn’t just put something on the caravan (Im not there very often to check it).

Q1. Yes.
Q2. Would depend upon the wording of the Enforcement Notice.
Q3. Not unless they are also looking to claim for costs. Highly unlikely.
Q4. The same way they have contacted you to date. But to cover all bases, they may do all three.
