Planning Permission to "Wall In" Overhanging Outside Area.

We are planning a garage conversion which we did not believe required planning permission, but our architect believes one aspect might cause issues in this respect.
There are two bedrooms built over the garage (from a previous extension) but one of the bedrooms is larger than the footprint of the garage, meaning there is a small overhang on one corner (approx 1.5mx3m). The area under the overhang is technically an outside space adjoining the patio. We plan to "wall in" this area so the "outside" area under the overhang will become "inside" area, making the "inside" area larger but not actually increasing the overall footprint of the property.
Because the overall footprint of the house was not increasing (and the rest of the changes are internal) I assumed we didn't need any planning permission but our architect has said it's a "grey area". I'm going to contact the council but there is a 6 month waiting time for even advise, I have been told, and we want to start work ASAP.
From a relatively quick Google I can't find anything specifically about this. I don't think for a moment we would be refused planning permission, but we really don't want to delay things. FYI - this area is not overlooked by any other neighbour and is nowhere near the boundary. TIA.

So are you looking at physically moving the front wall to the line of the overhang? If so, you will require Planning.

I have a space outside my door before the pavement starts. I did call in an inspector from the Bolton office this was quite some time ago the officer did say I can build but I would need to pay they would not fund on that
I desparetly need that space so that it is easier for my children
I want to build a vestibule
Please if I can get a response from yourselves for the go ahead
I live in a street so the door would be made on the side of the window

If you have Permitted Development rights, you can build a porch which is no more than 3sq.m in floor area and no more than 3m high. You will also need at least 2m to the highway/path. You can find out more hereā€¦
