Residential permission above office/shop

Hi I am looking at converting the space above our office into a residential flat. Half of our space also runs over the top of a shop. Does anyone have any idea if I have automatic rights to turn this into a residential flat that we can let or will I have to seek planning permission. Sorry very new to this.
