Hoping for some advice from those who may have some knowledge in this area.
We have just purchased a property which requires a full roof replacement. I understand that this would normally be permitted development - however, the property is in a conservation area (article 2(3) land, not article 4). My understanding is that the majority of permitted development rights remain, but some are removed. I have read the document 'permitted development rights for householders - technical guidance', which refers to article 2(3) in some places, but there is no mention of restrictions in conservation areas under class C (alterations to roof). However, I am hesitant to take at face value that the absence of information on article 2(3) means it is permitted without conditions!
If I understand correctly, I am able to replace my roof (no change in shape or pitch) without planning permission. I also take the document to mean that I could in fact choose tiles of a different colour, but knowing the complexity of planning rules I don't want to do this without backup from an official source. Unfortunately I am not getting any answers from the local planning office - they are asking me to complete a development enquiry form, but they have a current turnaround of 8 weeks. With a roof in poor condition, the work needs to be done asap to prevent water ingress so I am trying to work out what I am able to do under permitted development.
I have a feeling that I may need planning permission for tiles of a different colour(?), but it would be permitted development to replace like for like... Can anyone confirm? This is my first home, so my first experience with planning rules and regs - apologies if any of this is basic stuff.
