Splitting a room

I have a large bedroom at the front of my house which I would like to split into 2 bedrooms. There is already access for 2 rooms with a door at either end of the existing bedroom. I would simply need to patrician off down the middle and alter light fitting points etc and radiator places. However I would also need to add a second window at the front of the house so both new rooms have one, but the existing window would not need to be altered in any way. Do I need planning permission for any of this or just building regs?
