Verbal consent.

We live in the curtilage of a listed building in North York Moors National park.
Keeping this as simple as possible it appears there are two types of permission :-

a) the usual fair and open well publicised easily found democratic written version and

b)Verbal planning which is the opposite. Seems our neighbour got verbal permission backed up with letters that only he can see and has gone ahead with changes that we were refused though our building is an identical part of a farm courtyard development.

I spoke to NYM who claimed that I could only see a copy of the letters if I raised an objection.

So it would seem permission can be obtained by having a chat with planning which is open to all sorts of abuse.

What does the law say about yhis verbal method?
