Victorian Bay window

Hey there
We have a 3 floor victorian house with the first two floors having bay windows. The third floor doesn't have a bay so the sash window opens onto the flat roof of the bay window below.
If I put a railing around the roof of the bay below I'd have a balcony
But because it isn't a balcony as the flat roof is already there and all I am doing is adding a railing or decoration, would this require planning?
