I have purchased a property in a conservation area which has had its sash windows changed from the original to UPVC quite some time ago. Earliest I can see is the windows being UPVC in 2012.

My question is if I replace the UPVC windows to new UPVC, does this fall into permitted development or do I need to restore the windows back to the original sash?

Replacement with like for like would not normally require Planning and would therefore be deemed Permitted Development. Because you are within a Conservation Area, it is advisable to get in contact with your Local Planning Authority and find out whether there are any specific or additional restrictions.
